Add authorship to OGC bib-item

OGC deliverables have authorship information.

This has been realised as personal contributors, which can be either editors or authors. In the case of OGC, the Submitters section is still a separate clause, since it is not merely a listing of personal authors: it has a list of organisations that they belong to (which looks ad hoc), and whether the organisations are members of OGC.

In fact we will need to support affiliations in order to model IETF documents. Ideally we want to do that in CSD as well. This is why we modeled them in Relaton. The way forward could be using the same/similar document attributes as in AsciiRFC.

We could do that; just pointing out that OGC uses affiliation to loosely for it to work there.
