Bump underscore and web3

Removes [underscore](https://github.com/jashkenas/underscore). It's no longer used after updating ancestor dependency [web3](https://github.com/ethereum/web3.js). These dependencies need to be updated together.


Removes `underscore`

Updates `web3` from 1.2.11 to 1.9.0
