CIDR 是更为通用的格式，如果有需要 IP range 我们后续提供 API 进行转换。
可以提供下需要使用 IP range 格式的应用名，方便进行适配。

CIDR 就挺好的，IP Range 反倒是不方便了。

像h3c这种老路由 CIDR支持的都不太好 ip range香啊
