project status

This is a meta issue keeping track of the projects status.

It is meant to answer questions such as:

• What is left to be done?
• How stable is the API?
• Which parts of the code needs some love?

This issue was superseded by the API overhaul issue (#4). The flac package, including the flac/meta and flac/frame packages, are now considered mature. Closing this issue.
