Work modifications (#35)

- Add notes to README for GPG #34 
- Comment out docker from setup, since work couldn't install properly

- Get ubuntu 22.04 to support up/down with
`gnome-shell-extension-manager`
- Enable `inotifywait` with `inotify-tools`
- Switch default ssh id to setup to id_ed25519, but keep support for
id_rsa.pub
- notes on gh pr status
- vim:
  - set default spaces, not tabs; 4 spaces to tab, prototxt gets 2
  - get files to reload on change
- Misc. xdg updates
- Add some xdg ignores
