Perform pre-parsing before the per-atom setup of static libraries

For some projects, this can be a big win, especially with the use of the -ObjC flag. The important changes are for the files in ld/src

Why did you delete all unit tests in the last commit?

A few things:

• A lot of the files in there were auto-generated and shouldn't be there
• No one else, I can probably assume, is able to run these unit tests. They require a lot of work, including building special dependencies
• They'll be put back in soon via Thorough testing #13
• Why'd it change in this commit? Because it was just easy to doso
