Issue description

When using the Micronaut Platform 4.0.0-M2 catalog, the alias mn.micronaut.picocli is missing. We should figure out why as it is present in the micronaut-picocli-bom catalog.

It is possible that a version alias is defined, but that its library
isn't (e.g when importing BOMs). This causes some modules to be
missing from the generated platform catalog.
