Replaces dependabot PRs #4138 and #4633
Description
The above referenced dependabot PRs cause the .NET tests not to run. In order to get the tests to run with the latest version of our test dependencies I updated MSTest.TestsAdapter, Microsoft.NET.Test.Sdk and MSTest.TestFramework, and changed the target framework version from .NET Core 2.0 to .NET Core 3.1 on our test packages. With these changes, the tests all run with the latest test packages.

Confirmed all .NET tests run and pass.
