Update Dockerfile.cs and Dockerfile_PackagePublishedFiles.cs to use dotnet/core/aspnet:3.1 and dotnet/core/sdk:3.1 docker containers - tested locally

Update NuGet packages for both projects to latest versions available - one exception is the Microsoft.Azure.Management.Fluent package that could not be updated to the latest version because of a breaking change in the APIs for BatchAccounts - updated from version 1.21.0 to 1.26.1

Remove BasePathFilter.cs - not being used

Addresses #77
