Going through the screenshots and this line. Small difference in my pop-up screen when I select a Member, the bottom icon is 'Select' instead of Next. The Select icon takes me back tot eh 'Add role assignment screen'

In my case the selection does not work when choosing 'Managed Identity' I don't have the Logic App as an option. I moved away and chose the 'User, Group or service principal' option and then I could find the {PREFIX}ShipmentArrivalTimeUpdateApp and find it this way. Not sure if a bug on portal or something, but the Logic app does have a managed identity, I did check.

Yes, I think you hit some type of defect in the portal, I verified and Logic App is coming up for me, and the logic app is displaying as a potential selection.

I will add a note to switch to User, Group, or Service principal if this option is not available (in case this happens for someone else)
