How do I add my default language to the extension such that it is detected on Partner Center's Store Listings?

Whenever I upload my extension package to Microsoft Partner Center - On the Store Listings page, it displays "English (US)". It will not allow me to select any other language, as the dropdown is greyed out.

In addition to this, how does the locale affect Microsoft Edge Add-ons store users? Will different locales restrict visibility to users of different origins?

To answer your questions -

1. Microsoft Partner Center detects the language entries in the _locales folder of your extension package (.zip file).

Your extension package (.zip file) does not contain an entry for any another language, apart from English (US) in the _locales folder. This is the reason why no other language is available as an option, under Store Listings.

2. Locales are used to localize the extension or the Store Listing. It does not affect the visibility of the extension in any markets. To change availability of extensions provide availability details in your submission.
