ResourceTags does not contain a method named ToHashtable

Description of the issue

Previously Tag.ToHashtable() could be called on rules returned by Get-PSRule.
This no longer works because ToHashtable() is an internal method.

Expected behaviour

ToHashtable() should be a public method.

Error output

Method invocation failed because [PSRule.Definitions.ResourceTags] does not contain a method named 'ToHashtable'.
