Steps to reproduce

Test Environment:
OS: Windows 10 Build 21354.1
App version: 0.35.0
App name: PowerToys
Screen Reader: Narrator
Tool: Accessibility Insight for Windows

Repro Steps:

1. Launch 'PowerToys' application.
2. Application will get open with default list item 'General' selected.
3. Navigate to 'FancyZones' at the left side of the pane and activate it.
4. Now navigate to 'Launch layout editor button and activate it.
5. FancyZones editor window will get open.
6. Navigate to 'Edit layout' button of any layout (say Grid) under Templates and activate it.
7. Edit layout dialog gets open.
8. Press 'Tab' key to navigate to the 'Create custom layout' button.
9. Observe the issue.

User Impact: Priority-2
If the desired component, on which keyboard operations will interact at any point in time. is not visually determined, People with attention limitations, short term memory limitations, or limitations in executive processes will find it difficult to discover where the focus is located.

Note: Same issue repro for ‘delete’ button and ‘Edit zone layout’ button present on Custom edit layout dialog.

✔️ Expected Behavior

Keyboard focus should not get cropped from the right side for ‘Create custom layout’ button. Keyboard focus should be properly visible with the proper outlined border.
