Steps to reproduce

I tried to keep vs code and zoom (zoom always on top) side by side. win+arrow to snapped zoom at left. but there was no options to pick vs code on right side by click (expected it would show rest of the open windows to select)

then again tried with vs code to do the same process, but same result.

so finally used win+z to snap them. now the options came

but the snap resize (resizing both side by side windows at the same time) but that did't happen. instead only 1 window resized
(using Win 11 dev version on screenshot)

✔️ Expected Behavior

win + arrow (on stay on top window) to show other opened windows to pick

Can you confirm this issue is still relevant in v0.73? /needinfo
