There's another issue on the tracker that's pretty much the same thing.
Description of the new feature / enhancement
Add the ability to input a keyboard shortcut and that open a specific application on the host machine. This could be an addition to the Keyboard Manager application or a new application all together. There would have to be a check so that remapping key Windows shortcuts like Win + L cannot be changed which I think the current version of keyboard manager does.
Scenario when this would be used?
It is already being used to open the PowerToys Run application with Alt + Space. For power users who do not use the mouse all that often, being able to press Win + Enter to open the Terminal or Alt + B to open default browser would make using the system even faster.

Please see the Linux Tiling Window Manager community where this is the primary way of interacting with the system. A standalone system for this is sxhkd.
Currently the only option to do this is to use an external scripting software Auto Hotkey but this feels like an addition to the PowerToys suite.
