Steps to reproduce

Just remap any Keyboard shortcuts and use them in an app.

My system info

Processor	Intel(R) Core(TM) i7-8650U CPU @ 1.90GHz   2.11 GHz
Installed RAM	16.0 GB (15.8 GB usable)
System type	64-bit operating system, x64-based processor
Pen and touch	Pen support

My Windows Info

Edition	Windows 10 Pro
Version	21H2
Installed on	‎6/‎12/‎2020
OS build	19044.1889
Experience	Windows Feature Experience Pack 120.2212.4180.0

✔️ Expected Behavior

Shortcuts should work

❌ Actual Behavior

They stop working randomly. For example, I have set Right-CTRL+V to be Win+V, but it is not working. None of my keyboard shortcuts work. Restarting the Powertoys does not help. This issue did not exist in the previous version. (0.58.x IIRC).

can you verify if this is still an issue with v0.73.0 /needinfo

Part of this bug still exist.

It is quite difficult to verify. The bug occurs usually during high memory usage. I don't know how to simulate that.
