Make some settings persistent between bootings

Description of the new feature / enhancement

Some features on the PowerToys utility are needed all the time I use my computer. These features should have an option to make them persistent between computer bootings.

Scenario when this would be used?

Every time I turn on my computer, or restart the PowerToys utility, I have to type the mouse pointer crosshair shortcut keys. It is a nuisance and this could be avoided if this setting had an option to make it the default setting. So the mouse pointer crosshair would be set every time I started my computer, automatically.
