Description of the new feature / enhancement

Add an option to make the mouse crosshair feature on by default.

Scenario when this would be used?

Whenever I start my computer, I have to type Alt+Ctrl+P to set the mouse cursor crosshair feature, it's an annoyance that could be easily avoided if this feature was enabled by default via a new setting.
