Test drag to zone for VLC, Steam, Windows Settings App, and Microsoft To Do.

✔️ Expected Behavior

Fancy Zones should activate

❌ Actual Behavior

Fancy Zones did not activate

can confirm VLC and Steam
also 7Zip when I extract via the windows context-menu
