Fancy Zone stopped working with certain windows in Release v0.75.0

Steps to reproduce

Try to shift+mouse drag steam or windows settings window around I can no longer snap either to zone.

I want windows that didn't previously snap to snap. I don't want less windows snapping.

I only use powertoys for fancy zones... and if half the windows I use regularly aren't snapping then we are close to me stopping my use of this application.
