User Impact:
Low vision users using resize scaling will not be able to get the proper information as Choose your layout for this desktop utility dialog controls does not adapt resize settings.

Test Environment:
OS Version: 20221.1000
App Name: Power Toy Preview
App Version: v0.23.0
Screen Reader: Narrator

Pre-Requisites:
Set the screen resolution to 1280x768 > Set text size to 225% (Settings -> Ease of access -> Make text bigger)

Reproe-Steps:

1. Open Power Toys Settings application.
2. Navigate to Fancy Zone present at the left side of the pane and activate it.
3. Navigate to 'Launch Zone Editor' present at the right side of the pane and activate it.
4. Choose your layout for this desktop utility dialog will get open.
5. Observe the issue.

Note:
This issue is repro throughout the app.

Actual Result:
Choose your layout for this desktop ' utility dialog does not adapt Resize mode settings.

Expected Result:
Choose your layout for this desktop ' utility dialog should adapt Resize mode settings.
