This PR added a few variables to the scripts that output to the webapp and function debug infra outputs. Also discovered an oversight in the prior PR which moved pushing tags in cosmosdb to the front end of the functions pipeline. The error was I didn't spot that tags were actually written out to each chunk (Doh!!!). So now the enrichment app.py, included in this PR, has a step where it reads the tags from the file in the upload container, and then applies them to each chunk.
