Some errors are showing up twice in the ErrorList and also in the Actions list.
No consistent repro but has been seen in various situations/properties but only in VS2019

This is no longer occurring.
Have seen in other extensions as well and suspect this is a consequence of an extension built with VS2017 being run in VS 2019
