Changed SCXCore project to use version file from master project (scxcore.version). Note that, after this is committed, omsagent build will be modified to grab the parent project version file so that SCXCore can be built in omsagent properly.

Note the earlier commit (clean up SCXCore project). This either eliminates or relocates files that are no longer used since MSBuild won't build this project any longer.

1. Eliminate bootstrap files (directly used by MSBuild),
2. Move Windows project files to new Windows directory
   (probably can delete these, but it MAY be useful someday?),
3. Move TeamBuildTypes to Windows directory (these are used by
   MSBuild, but also serves as a record of build systems. This
   can almost certain be removed down the road, after Jenkins
   is fully deployed).
