[createinstance] wd depends on UNKNOWN service debugservice error occurs when selecting open view or pressing Cntrl-Q. Open View no longer works.

Fix is in main and tomorrow's insider build and will be in the upcoming hotfix planned for Fri/Mon depending on testing.
