Requirement

a Partner can execute az partnercenter marketplace offer plan technical-configuration package add that points to an app.zip

Success Criteria

• Offer types for customer or partner managed applications are fully functional
• the offer's type is validated to ensure only a managed app type is targeted
• the command can be executed and the app.zip package appears in the partner center UI successfully

Justification

• partners need a way to add an app.zip to a plan's technical configuration

Proposed Implementation

• Upload app.zip through the CLI codebase
