Steps to reproduce the bug

Easiest way is to attempt to create an environment, then after you finish that flow, attempt to either setup your local machine or setup an environment. You'll notice that you can't move past the review page.

Expected result

User is able to move past the review page when starting another non adaptive card related flow.

Actual result

User is not able to move past the review page after finishing a flow with an adaptive card.
