🐛 Problem

Power BI reports are filtering out commitment refunds.

🤔 Expected

Commitment refunds should be included.

ℹ️ Additional context

Commitment refunds are included in the actual cost dataset.
Power BI currently filters out everything except commitment purchases.
We need to update the filter to also keep commitment refunds.
