osversion: enable using constants on other platforms #570

This way we can use the constants on Linux

@thaJeztah I don't have any problem per-se with this, but where would these be used on Linux?

See, for example moby/moby#39100, where a Linux machine would be checking the daemon version of a remote Windows machine
