This can be chosen on the command line using --builddir, for example

/opt/cabal/3.0/bin/cabal v2-repl --builddir=cabal-dist --ghc-option=-Wwarn --with-ghc=/opt/ghc/bin/ghc-8.6.3

I don't know if there's a way of specifying this in the cabal file.
