Describe the bug

When the ComboBox shows the list of items to select, that list has a translucent background which shows the underlying controls too clearly, making the items in the list hard to read.

Steps to reproduce the bug

Create a new WinUI for Desktop app with package.
Add a ComboBox with a list

Upgrade the desktop project to the latest preview WASDK - the comboBox will work correctly
Upgrade the packaged project to the latest preview WASDK - the comboBox will use a transparency effect

Expected behavior

Correct background color for the ComboBox list of items
