Selected SelectorBarItem text flickers when moving the mouse

Describe the bug

Selected SelectorBarItem's text flickers when you move your mouse in the empty space between the indicator bar and the text.

Steps to reproduce the bug

1. Go to SelectorBar page in winui 3 gallery
2. Move your mouse around the red rectangle area (the empty space between the indicator bar and text, actually also the indicator bar's space).

Good find! This seems to require the item to be selected. It repros on both light and dark theme, but is far more noticeable in dark them.
