There's a nice way in GitHub actions to do Azure login: https://github.com/microsoft/planetary-computer-hub/blob/528793300e8c6a71c168412eebb38bf477f7097a/.github/workflows/deploy.yaml#L28-L39

We can do that and then run the publication / deployment scripts possibly

Acceptance: there's a PR that has an action that runs the Azure login action and does nothing else. It succeeds.

That action has been tested and the workflow is in this yaml. Actual deploymend should unify that with the cicd workflow to add deployment to the publication steps
