I had some wacky behavior setup in our pre/post install hooks for react-native-windows, which were only needed while we were syncing and rebuilding react-native-windows from source in an internal repo. Now that we are not doing that, I'm able to remove these hooks.
I also get rid of a couple of extra dependencies that were needed for pnpm support in the internal repo, which is no longer a concern.
