…to a specific debugger as well as default fallbacks. Update the README file.
Add testing for ubuntu and upgrade windows tests to using the windows-latest OS image. Fix proc macro errors when compiling for non-Windows platforms. Add additional logging for launching the debugger process.

Add support for reading an environment variable for finding the path to a specific debugger as well as default fallbacks. Update the README file to include this information.
