This is something that is the case in both the Python and .NET implementation, but I'll focus on the .NET code.

When you call the TextMemeorySkill.RecallAsync method the structure of the returned value is either a single item or serialized JSON, depending on whether you provide a limit of 1 or not:

https://github.com/microsoft/semantic-kernel/blob/main/dotnet/src/Skills/Skills.Core/TextMemorySkill.cs#L132

The disadvantage of this is that the follow-on skills need to be aware of the amount of possible results and coded specifically for that, meaning if you want to move from single-to-multiple, then the next skill in the pipeline needs to be adapted.

It would be a better API design if the skill returned a consistent structure, always a JSON serialized array, so that following skills don't need to be aware of the preceding skill implementation.

@aaronpowell A similar issue was brought up #1512. I submitted a PR #2771 to fix, but seems like this might be happening with other skills as well.
