Implement a more intuitive and discoverable structure for our samples

Tasks

  • Create an ADR describing the sample structure (this is to be applied to all languages)
  • Review ADR and get agreement on the sample structure
  • Refactor .Net samples to adhere to the new structure
  • Adjust Concepts Namespaces (Test Explorer) and Readme.md

### Motivation and Context

Resolves #5949

- Fixed Bug in Visual Studio not running Tests using Test Explorer
- Update Readme.md + Added GettingStartedWithAgents ReadMe.
- Filtering Examples Split
- Added Namespaces for better organization of the Test Explorer View.
