It can be a consequence of PowerShell/PowerShell#20930 (comment)

Here are the similar problem caused by this:
chocolatey/choco#3364
chocolatey/choco#3387

Scoop has a similar issue (Moeologist/scoop-completion#35), and a relevant fix (Moeologist/scoop-completion#25) is quite large.

Import-Module 'E:\<path>\vcpkg\scripts\posh-vcpkg'
