Fixes PR build.

@JackBoosY No, just fixing the CI https://dev.azure.com/vcpkg/public/_build?definitionId=29

The tombstone there says:

and I've been told by @ras0219 / @ras0219-msft before that the fix for this 'bizarre intermittent configure_file failure' is DISABLE_PARALLEL_CONFIGURE.
