Describe the pull request

  • What does your PR fix?

Update the version of https://github.com/taocpp/PEGTL to 3.1.0. This release incorporates additional fixes which vcpkg needed on top of the 3.0.0 release to build on all supported targets, so we can switch back from a rolling release to a version release.

  • Which triplets are supported/not supported? Have you updated the CI baseline?

All triplets are supported, this did not require any modification to the CI baseline.
