[vcpkg docs] consistency-ify docs/regenerate on non-windows #16127

On non-windows, Set-Content adds an LF to the end of files; on Windows, it adds a CRLF. This means that someone cannot regenerate the docs files on non-Windows and get a correct result, since we check against the result on Windows.

This change makes all platforms add an LF to the end of files, without a CR.

Additionally, this puts internal functions into docs/maintainers/internal, as a drive-by, in preparation for marking quite a few of these functions internal.
