This port seems to be a header-only library. It needs to depend on tbb.
Related issue #5793.

The header files are being installed here:
$VCPKG_ROOT\installed\x64-windows\include\include\pstl

I recommend installation to be in the same location as all the other vcpkg libraries:
$VCPKG_ROOT\installed\x64-windows\include\pstl
