Build against the .d.ts generated from the protocol.json

The branch 'useCrdpAndNoice' builds against a .d.ts from https://github.com/nojvek/chrome-remote-debug-protocol which generates a .d.ts from Chrome's protocol.json. This task is to track merging that work to master. I'll do that when Chrome stable gets to 54, or if we tweak it to work with the single protocol.json from before they split it into 2 pieces.

Ideally we'll have a task to regenerate the .d.ts and rebuild daily, so the build will start failing when breaking changes come in.
