Keep the run and debug buttons when turning off IntelliSense

Feature Request

Due to my desire to have the same automatic completion experience as Clion, I closed IntelliSense and instead adopted the clangd plugin. However, after I closed IntelliSense, the run and debug buttons disappeared. After opening IntelliSense, there is something like this:
close:

open:

so, I hope developers still keep the run and debug buttons when closing IntelliSense.
