Description:
Modified latest release note for March 10's release. Given that the new vsix will have a new version number, the release note will pop up again with an updated message.
Here is what the message looks like:

Limitations:
We are aware that this might not be the best system for release notes. A better system will be explored in the future.
Testing:
Running it with a new version specified in package.json and making sure it only pops up on the first extension activation.
