VS code not working on compute instance in a public workspace

Expected Behavior

Region - westcentralus
Resource - /subscriptions/6ee97911-b0a6-4b82-aeb3-30a36a95f8b1/resourceGroups/cds-dev-datascience/providers/Microsoft.MachineLearningServices/workspaces/cds-dev-ds-aml-wc

Vscode (both web and desktop) Not working for all users in the workspace. No vnets involved. This happens for all users in for this customer
