Terminal sessions not persisted on window reload

Issue Type: Bug

When multiple terminals are open on window reload they do not reopen. It used to work before, the terminals even reattached to running processes.
Now after reload the processes are running somewhere but there is only one terminal created from scratch.
Also happens with all extensions disabled
