Follow up for #209275; if all is well, remove canvas renderer from VS Code.

Remove xterm canvas renderer from fallback logic

This simplifies things a lot, the plan is to remove the canvas renderer
completely from VS Code if all goes well (#209276).

To verify ensure canvas is not an option for the gpuAcceleration setting
