In workbench context menu closes due to tooltip in firefox

Steps to Reproduce:

1. Goto https://vscode.dev in firefox and open any project with multiple files.
2. In the explorer tab, hover your mouse over a file for one second and right click to open context menu.
3. The context menu will suddenly close and a tooltip with the full path will show instead

I expect that the context menu will stay open and the tooltip will stay behind the context menu.

Issue does not happen in Google Chrome.
Probably this issue is related to coder/code-server#6719
