Description of the new feature / enhancement

As the PowerShell team continues to make progress with preview releases it would be helpful if WinGet had experimental support to use DSC v3 with WinGet Configuration.

What are the plans going forward regarding WinGet and DSC v3, once v3 stabilises? It seems that both winget configure and DSC v3 are addressing a similar set of problems and taking a similar approach to achieve it. Is the plan to eventually deprecate the winget config file format in favour of DSC v3 config file format? Or will winget config be deprecated altogether in favour of using dsc directly, with WinGet DSC v3 resources provided as part of WinGet? I guess for the latter, #1753 would have to be solved first.
